Overview/ Job Responsibilities

Entarian is seeking an experienced Program Manager for the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) program. This role is accountable for program execution across mission support, software development, cybersecurity, operations, and modernization.

 

The Program Manager will lead a multidisciplinary team sustaining Legacy OIS while advancing OIS Next Gen capabilities. The role requires strong customer partnership, disciplined program controls, and the ability to coordinate complex technical work while protecting operational continuity for Navy and Marine Corps users.

 

*This position can be performed remotely; however, travel to customer site in Mechanicsburg, PA, and Yorktown, VA, (among other locations) will be required occasionally (~20% travel).

 

Primary Responsibilities:

 

Leadership & Team Support:

  • Lead and manage a multidisciplinary team of 70+ personnel, providing direction, mentorship, and support.
  • Create a collaborative and inclusive team environment, encouraging innovation and professional growth.

Technical Oversight Assistance:

  • Provide technical guidance and oversight in areas such as help desk, shipboard deployments, network infrastructure, software development, mobile platforms, cyber security, data, testing, cloud computing, and enterprise service operations.
  • Ensure the alignment of technical solutions with project goals and government standards.

Strategic Planning & Execution Support:

  • Develop and implement comprehensive program plans, including scope, schedule, budget, and resource allocation.
  • Monitor program performance, identifying and mitigating risks, and ensuring the timely delivery of high-quality results.

Stakeholder Engagement:

  • Act as a key point of contact for Navy customer and other key stakeholders, fostering strong relationships and open communication.
  • Prepare and present briefs, reports, and presentations to senior government officials and company executives, conveying complex technical information in an accessible manner.

Operational Excellence:

  • Ensure compliance with all contract requirements, government regulations, and industry standards.
  • Implement and maintain best practices in program management, process improvement, and quality assurance.  

Adaptability & Problem-Solving:

  • Navigate and manage high-stress situations with composure, making informed decisions in a rapidly changing environment.
  • Anticipate and address challenges, working with the team to adapt strategies and solutions as needed to meet program objectives.

 

Salary Range: $150.000 - $180,000

Minimum Qualifications

  • Must have DOD Secret level clearance to start; U.S. Citizen required only for Federal Clearance Requirement
  • Bachelor’s degree and at least 10 years’ experience; without a degree 4 additional years of experience would be required
  • 5+ years of experience leading multidisciplinary teams and coordinating work across technical, operational, and customer organizations.
  • Strong program-management skills, including planning, cost and schedule oversight, risk management, staffing, and performance reporting.
  • Experience communicating program status, risks, and recommendations to senior customers and executives.
  • Ability to manage competing priorities and make sound decisions in a delivery environment with operational constraints.
  • Strong leadership and interpersonal skills, with the ability to inspire and motivate a diverse team.
  • Strong written, verbal, and organizational.
  • Must be a self-starter, strong leader, and have the ability to work independently with little supervision. 

Desired Qualifications

  • Desired Certifications: Directive 8570.1/8140 - IAT II: Security+; Project Management Professional (PMP) Certification and/or DAU Level III Project Management certification
  • Navy IT Program experience
  • Logistics experience, preferably DoD
  • Experience managing large scale software development projects
