Entarian is seeking a Data Analyst / Power Platform Specialist to provide data management, performance reporting, database administration, and analytical support for the NOAA Office of Habitat Conservation, Restoration Center (RC). This position will support strategic planning, performance management, data quality, database development, reporting, and program activities. The successful candidate will have demonstrated hands-on experience with Microsoft Power Platform, including Power Apps and Power BI, and the ability to query, validate, troubleshoot, and analyze data supporting program operations and decision-making. This position supports the Policy, Planning, and Communications team and will regularly work with project managers and leadership across all regions of the country. Positive database technical support as well as understanding of environmental restoration goals are important attributes to bring to this position.

Duties include:

• Support strategic planning, performance management, and reporting, including data collection, analysis, performance metrics, quarterly and annual reporting, and development of data visualizations.
  
• Coordinate the writing and revision of business rules for tracking environmental restoration projects. Organize and lead team meetings to get input from database users on those business rules.
  
• Perform data management and QA/QC, including reviewing data for accuracy, completeness, consistency, and compliance with established business rules.
  Query, analyze, and troubleshoot data used within Microsoft Power Platform, including Power Apps, Power BI, and associated data sources.
  
• Develop, maintain, and enhance Power BI reports, dashboards, data models, and visualizations to support program and management needs.
  
• Support Power Apps and related data processes, including troubleshooting application data issues and identifying opportunities to improve data collection and workflow.
  
• Support administration and enhancement of the Restoration and Conservation Database (RCDB), including user access, reporting, data requests, and data-quality activities.
  
• Translate program and reporting needs into database, application, and reporting requirements and coordinate with program staff and technical developers.
  
• Develop and execute test plans and support user acceptance testing (UAT) for new or enhanced database and Power Platform functionality.
  
• Develop data-related procedures, documentation, business rules, and training materials and provide training and technical assistance to users.
  
• Analyze program data to identify trends, measure performance, and communicate program accomplishments and outcomes.
  
• Support Restoration Center programs and workgroups addressing performance measures, monitoring information, data management, and business-process improvements.
  
• Provide data visualization, reporting, and other analytical support using Power BI, Tableau, GIS, or other applicable tools.
  

Periodic on-site meetings in Silver Spring, MD may be required, with regular remote work acceptable. The contractor may be required to travel for meetings, workshops, trainings, and conferences.

The salary for this position is approximately $60,000 - 80,000/year.

• Bachelor’s degree with six to eight years of specialized professional experience in data analysis, database administration, information management, business intelligence, performance reporting, or a related field
• Demonstrated hands-on experience with Microsoft Power Platform, including Power Apps, Power BI, and advanced Excel and Google sheet experience
• Demonstrated ability to perform data queries, data QA/QC, validation, and troubleshooting within Power Platform environments
• Experience developing and maintaining Power BI reports, dashboards, data models, and visualizations
• Experience with database administration, reporting, and complex data sets
• Experience identifying and troubleshooting data-quality, application, or reporting issues
• Experience gathering and documenting business and technical requirements
• Experience supporting system testing and user acceptance testing
• Advanced spreadsheet skills and experience working with complex data
• Strong organizational and project management skills, including the ability to manage multiple concurrent responsibilities
• Strong oral and written communication skills
• Ability to work independently and effectively with both technical and non-technical stakeholders
• Understanding of environmental policy, ecology, coastal and marine ecosystems, fishery habitat restoration, or a related environmental field
• Must be a U.S. Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to access applicable government systems and facilities

• Experience with Microsoft Dataverse, Power Query, DAX, Power Automate, or Power Fx
• Experience with SQL or other data-query languages
• Knowledge of Microsoft SharePoint and Office tools
• Experience with Smartsheet and/or Geographic Information Systems (GIS)
• Experience working with federal programs, performance reporting, or government information systems
• Experience developing technical documentation, standard operating procedures, and user training materials
