Entarian is seeking a strategic, forward‑thinking Vice President, Contracts & Procurement to lead the enterprise‑wide strategy, execution, and oversight of all contracts, subcontracts, and procurement activities. This leader will shape and govern Entarian’s approach to contracting, ensure regulatory compliance, strengthen risk management, and enable business growth across our federal and commercial customer base. Reporting directly to the Chief Business Officer (CBO), this leader will work closely with operations, finance, legal, growth, and program leadership. The ideal candidate brings experience in federal contracting and a strong command of procurement and subcontracting practices, including FAR-based and commercial-based contracting.
Key Responsibilities:
Enterprise Leadership and Strategy
- Serve as Entarian’s senior authority for all matters related to contracts, subcontracts, and procurement.
- Develop and execute the enterprise strategy for Contracts & Procurement, ensuring the function scales with company growth.
- Advise company leadership on contractual rights, obligations, risks, and opportunities.
- Champion continuous improvement of contract policies, procedures, and standards, ensuring best‑in‑class service to internal and external customers.
- Partner with cross‑functional leaders to support business development, proposals, pricing, operations, and program success.
- Represent Entarian in key external engagements, including partners, auditors, primes/subs, and government contracting officers when required.
- Serve as the executive escalation point for complex contractual issues beyond team authority and resolve conflicts across functional or customer boundaries.
Contracts Leadership
- Lead full lifecycle contract management across federal civilian, DoD, Intelligence Community, and commercial customers.
- Oversee negotiation and administration of all contract vehicles, including FFP, CPFF, T&M, cost‑reimbursable, GSA schedules, OTAs, CSOs, GWACs, BPAs, and IDIQs.
- Ensure expert guidance across the full program lifecycle including capture, proposal, negotiation, award, execution, and contract close‑
- Provide proactive counsel on OCI, regulatory requirements, program risk mitigation, and contractual decision points.
- Oversee preparation of contract briefs, modifications, notices, and internal guidance.
- Ensure adherence to FAR, DFARS, agency supplements, and internal policies.
- Lead responses to CPARS, FOIA requests, audits, and customer inquiries.
- Oversee and communicate contract status, deviations, compliance concerns, and negotiation positions to leadership.
Subcontracts and Vendor Governance
- Oversee subcontract RFP issuance, source selection, negotiation, award, and administration.
- Ensure compliance with all federal, state, and local regulations and subcontract terms, including compliance with any international locations where Entarian operates.
- Lead development and negotiation of teaming agreements, NDAs, OCI mitigation plans, and partner agreements.
Procurement Leadership
- Lead enterprise procurement strategy, including sourcing, competitive analysis, and supply chain compliance.
- Oversee procurement of hardware, software, subscriptions, and materials aligned with purchase order and program requirements.
- Ensure continued compliance with SCA, GSA reporting, government property requirements, and other contractual obligations.
- Ensure ongoing CPSR readiness, documentation accuracy, and compliant procurement file structuring.
Organizational Leadership
- Build and retain high‑performing, geographically dispersed teams while ensuring consistent quality, collaboration, and accountability across locations.
- Develop and improve scalable policies, procedures, templates, and training to support enterprise growth and consistency.
- Lead organizational change management initiatives that impact contracting, subcontracting, and procurement processes, ensuring effective communication, adoption, and sustainment of new ways of working.
- Promote a culture of accountability, data integrity, and exceptional customer service.
Salary: $200,000 to $220,000 BOE
Location: Hybrid with 1-2 days/week in office in Tysons Corner, VA or Greenbelt, MD
